Dear Mr. Henk Nouwens:



My name is caroline Lin (Lin Chia-Yuun). I’m a Taiwanese student and now studying the MICM (Master of International Communication Management) program in the Haagse Hogeschool (the Hague University of Professional Education). I have few questions (and also the complainants) about the visa problem. Let me explain the story:



I arrived in the Netherlands last September 24th. My MVV came into effect on September 23th, and then I got my resident permit at the end of December 2004. When I got my resident permit, I was confused. Since my program lasted one year, I got my VTV only valid until September 1 2005.



However, I need to stay and join my graduation ceremony in the mid-September 2005. So, at the end of June I just asked international office in the school and Nuffic(Netherlands organization for international cooperation in higher education), and they both said that I CAN’T extend my resident permit because I will graduate in September 2005. (Sorry, I don’t have the record in both conversations). And also from the past experience, lots of Taiwanese students didn’t extend their resident permits due to the same reason but they got the return visa to stay in Holland longer.



In this July, I got the letter from M.Van der Tas-Smit (Master studies of the Hague University) to prove that it’s very important for me to present at the official graduation ceremony on September 16, 2005. For this reason, I can stay in the Netherlands until then. At the same time, I found some Taiwanese students studying in MBA program in my school COULD EXTEND their resident permits. (They got the payment receipts) Therefore, I prepared all the documents and sent to IND last week. (Because my grandfather passed away in the beginning of August, I went home for a week and then back to Holland last week)



However, when I phoned IND (0900-1234561) this week and wanted to make appointment to have return visa, I was rejected all the times. The reason is because I don’t have any extend details in the computers. I said I sent the document last week (I have copy with me), and they asked me to wait until they keyed in the details. But when? And how could I wait? My parents will come to join my graduation ceremony, and I need to pick them up in Paris. I plan to leave on 8/30. Then, I tried to ask IND to check if IND receives my mail package. The answer is ABSOUTELY IMPOSSIBLE ! How come? What can I do if the package gets lost?



I don’t know what I can do at this moment (only cry…), so I decide to write the letter to you. Because I even don’t have the chance to stand in the IND to explain my situation (they reject to give me the chance to make appointment), I was really disappointed with Dutch visa system.



There’re several points I want to argue and also hope they could be improved:



1. From the beginning, since my program is one year, why IND only gives me 11 months to stay in Holland (MVV+VTV)?



2. Why the regulation changes each year? It seems that Dutch system is ruled by person not the law. As I know, there’s another Taiwanese student met the same problem but IND gave her return visa (if you want to know the details, I also have her name and v-number) and even my classmate Erica, she also got the return visa based on the letter from M.Van der Tas-Smit.



3. I knew I sent the extend document a little bit late. However, the reason I hesitated to send the document owing to the wrong information. So, is it possible for IND to inform the all information including the process time on the website? I tried to find, but I don’t think IND have this kind of information. Another ridiculous thing is that I only could download Dutch version applied form. I think for the most people who need to extend the resident permit they can’t understand Dutch. (Frankly speaking, filling the form make me very inconvenient)



4. Last but not least, I knew on July 1 2005, the immigration law was changed. It would be some confused for lots of situations, I could totally understand. But if this period would be confused, why doesn’t IND become more flexible? I ONLY WANT TO MAKE APPOINTMENT, and why doesn’t IND give me the chance to bring my copy extend document (also the official document from school) and explain the situation? I only want to stay in Holland one more month and will back to my lovely country. I have no willing to be the illegal residents here, but why IND really wants me to be the illegal resident?
